Abu Dhabi commissions differently from Dubai. There is more institutional and cultural work, longer approval chains, and a stronger expectation that the documentation will still be in use in ten years.

For cultural and government-linked projects the requirement is usually a permanent record as much as a marketing asset, and the two briefs pull in different directions. We shoot for both where the schedule allows it.
